When you picture retirement, do you see yourself relaxing by the shore, feeling the warm ocean breeze flow through your hair and the sand between your toes, and shifting down to that slow, good life? We sure hope so. If this is how you envision your golden years, then it’s time to consider moving to a destination that matches your retirement vibe. And International Living has just the spot. 

In late December, the website that specializes in helping expats find the perfect destinations for the next chapter in their lives released its list of the six up-and-coming retirement regions to watch in 2025. It picked each destination after scouting retirement regions through its massive network of contributors that it believes are “poised today to gain international recognition in the years to come and worth your attention in 2025.” International Living added, “These destinations offer all the essentials—friendly communities, comfortable climates, and excellent value—but with the added appeal of being ahead of the curve.” 

On that list is one particularly gorgeous coastal spot: Montenegro, a small nation tucked between Croatia and Albania on the Adriatic Sea. 

“If you’re dreaming of retiring somewhere that’s as affordable as it is beautiful, Montenegro might just be your perfect match,” International Living explained. “With its breathtaking landscapes, charming seaside towns, and rugged mountains, Montenegro offers a unique blend of nature and culture—while keeping costs low.” 

According to International Living, the expat community in Montenegro is growing quickly thanks to all that affordability, with seaside apartment rentals starting at around $450 per month. And in hubs like Tivat, studios are available for purchase for about $100,000. Buying property here would come with the bonus of being near the Tivat Airport, which connects you to the rest of Europe through regular flights to hubs like London, Paris, and Munich.

The team noted that you could easily live with a budget under $2,000 a month almost anywhere in the nation to cover all expenses, including groceries, which are about 40 percent cheaper than nearby European hot spots like Italy and France.

“For those seeking luxury, Montenegro offers high-end properties that rival Monaco, complete with stunning views and world-class amenities,” it added. “With improved roads and increasing flights, Montenegro is becoming a year-round destination, enhancing its appeal for those seeking a vibrant yet affordable place to live.” 

It’s also an outdoor lover’s paradise that offers more than just beaches with skiing in the winter in destinations like Kolašin and Žabljak and endless miles of hiking available at its national parks, including Lovćen, Durmitor, and Prokletije. Of course, there are plenty of water sports, too, like snorkeling, diving, and paddleboarding along the coast.

As for how to move, Americans can stay for up to 90 days within a 180-day period without a visa. However, if you want to stay longer, you will need to obtain a temporary residence permit or apply for citizenship. According to Living and Investing Overseas, the best option is to purchase real estate “worth any value,” which will grant you temporary residency. (Note: You will also have to show a clean criminal record, a birth certificate, and proof of health insurance.) After five years you can then apply for permanent residency.
